Plastic shopping bags = rubbish

On my walk home from work I saw (and cleared up) this plastic bag which somebody had just asked for, used, and disposed off incorrectly.

This just makes me angry.

However I do support the efforts being made by the big supermarkets, but what are the little shops doing. Are they contributing and who is finding what they at doing.
